While Kuwait doesn't have a lot of local festivals and celebrations, the Islamic holidays are celebrated officially in Kuwait, as well as National Day, Liberation Day, the Gregorian New Year, and the Islamic New Year. The wildest party of the year is on National Day/Liberation Day, where the country becomes a huge crazy parade. If you are going somewhere and need to get there in a hurry, don't go around the city, Salmiyah, or the entire length of the Gulf Road anywhere near the days of February 25th and 26th!
